System error

Nope this is no technical post, its much boring to you, its a political one :)

I was thinking if I get a chance or if I really do the things I intend to do, what would be the first major change I'd try to bring upon ?? !!! Now there are two ways to bring a change in the system, one be a part of the system, another bend the system...ofcourse I'd chose the 2nd. And like any other day my brain went into an infinite thinking mode and decided that the 1st thing I might want to do is :
Bring the police jurisdiction under governor and not home minister, and ultimately the whole police (including NSG, ATF, CBI, ACB, CID, GreyHounds, etc etc) will report to the President of India just like the army. Imagine the changes it could bring, no police would be afraid of politicians, no police would even get a chance to beg politicians for promotion n inturn very less political influence. It'd work as a separate entity and laws made by them would include for the politicians.
More strict laws, more discipline, more integrity, ofcourse corruption would have its place but less politically inclined, there would be no change of duties when govt changes, no off line promotions, Public-Private partnership in arms n ammunitions development, synchronization in the dept across the country, best inline training.

Well I'd agree there are downsides too, but as far as I see this is the best option I could find for a more bright India !!! Any other practical ideas??!!

hmm... interesting solution..

But, I really have some doubts..

Now that the President/Governor has more power, what if somebody puts a price on it?
maybe the ruling party would try to heavily influence President/Governor .. maybe the price is 'friendly favors'

cause.. i have a strong feeling .. political power(in the hands of anybody) is kinda directly proportional to corruption and inversely proportional to transparency. :)

About the better ammunitions part - But, the power to assign a budget to army/miltary/civil police is still in the hands of politicians - and the Governor/President cannot control the budget allocations. He only have the Presidential relief/monetary fund under him..

At the end of the day.. I think that's really good solution...Change has to start somewhere, though we don't know all the answers on day1.. :)

well now thats the beauty,

1.the budget allocations will be in the centers hands like the army/military

2. The power is distributed across the governors who inturn report to the president. So even if someone influences a governor of a state, he wouldn't necessasarily be able to influence the president too.

and if someone could influence everyone, the police, the politicians, the governor and the president... well I'd like to want to be that someone :P

this is definitely the first step towards a military coup :P and i wud rather prefer democracy ... irrespective of how nonfunctional it is :P
